MissionCare Collective announces a partnership with Aetna Medicaid, and the National Alliance for Care at Home in a new multi-state initiative to bolster home-based care and address the direct care workforce shortage. This collaboration aims to expand access to home health care for older adults and individuals with disabilities in Illinois, Louisiana, and North Carolina. The program also seeks to provide stronger support for the direct care workers at the center of this vital work.
Addressing a Growing Gap in Home-Based Care
As Americans live longer, many are spending a greater portion of their lives in poor health, increasing reliance on direct care professionals. Yet, a persistent shortage of caregivers — fueled by low retention, wage competition, and limited workforce supports — threatens the ability of older adults and people with disabilities to remain safely in their homes.
This new partnership brings together three national leaders:

Aetna Medicaid, a CVS Health company focused on improving outcomes for Medicaid members.

The National Alliance for Care at Home, a strong advocate for in-home care delivery.

MissionCare Collective, a workforce innovation leader offering scalable solutions like CoachUp Care, which helps providers engage, support, and retain care teams.
A Data-Driven, People-First Approach
In the pilot program, providers in the three states will adopt CoachUp Care to elevate employee engagement and reduce turnover. Aetna, the Alliance, and MissionCare Collective will meet regularly to review insights and identify opportunities for targeted action.
The collaboration doesn’t stop at the organizational level. It’s also designed to better understand and meet the needs of caregivers themselves — many of whom struggle with economic insecurity and rely on Medicaid despite working full-time in health care. Through this initiative, participating organizations will work together to address caregivers’ social needs and create sustainable career pathways.
